It may take a short while of fence-sitting while you determine whether the upgrade from a free Hotmail account to the $19.95 annual Hotmail Plus account. More storage, blah blah blah..but most importantly the elimination of ad links appended to each of your messages may be enough to persuade you. Those little advertisements at the bottom of each mail kept many messages in a recipient's spam folder.
The strangest thing is just how difficult Microsoft makes it to upgrade your free account. No links exist from the Hotmail portal, MSN or anywhere else. Try to create a new account, and your only option is for the free version.
Not to worry, after much digging I found the UK site for the Hotmail promotion and simply changed a subfolder to find the "hidden" link...

Thank you very much for your helpful advice and trying to upgrade my free hotmail account has been driving me barmy. However I have followed your link & it has taken me to the USA site & not to the UK site, which only gives me the option to pay with a dollar credit card which I don't have. Can you let me have any further suggestions to resolve this problem. Thank you very much.
